2/12/2024

At the Feb. 7, 2024, special meeting, Mike Rico was added as a new board member to fill the Goldich vacancy.  Mike also accepted the nomination and was approved unanimously to serve as President of the Board, effective Feb. 20, 2024, with a term ending at the May 2025 annual meeting.  Welcome, Mike, and thank you for stepping up to serve our community.

On Feb. 19, 2024, Terri J. Goldich’s resignation from the Board will take effect after having served over four years on the Board and more than three as President.

A set of guidelines for landscaping has been developed by Gatewest and the Board.  Since we now have a busy landscape committee headed by Jeanne Gandenberger assisted by a group of owners who are interested in helping to beautify our grounds, Gatewest advised us to adopt guidelines to ensure that we have a neat and uniform appearance.  The full document is available at https://villageatelkhills.com/wp-content/uploads/2023/11/Landscaping-guidelines-2023.docx, will be sent to all owners, and will be posted in the mail kiosk in the spring.

The September Board Meeting was held on the “back nine,” the grassy area behind 5104.  A good group attended, followed by a picnic with some really great food.  Thanks, all who attended and contributed to the meeting and the picnic.

One of our residents asked about using RoundUp to remove unwanted plantings around our community.  Please remember that herbicides containing glyphosate are not allowed on this property.  Glyphosate is a known carcinogen and its use is banned and/or regulated in many countries and communities around the world.  Monsanto/Bayer has created a $10 billion dollar fund to aid people who have been diagnosed with various cancers due to use of RoundUp and glyphosate exposure.

Due to a lack of attendance by unit owners, no quorum was reached and the Annual Meeting set for 5/31/2023 was adjourned.  Election ballots will be sent out by mail.  Owners will have 2 weeks to respond.  At least 23 unit owners must respond for the election to be valid.  The Board thanks the owners who did attend for their time and attention.  

Also, a couple of our neighbors in 5104 saw a mama bear with a cub in the back nine last Sunday, passing through.  It’s not unusual to see bears in the Gulley so please be bear-aware.

The annual meeting will take place on May 31, 2023, at Missoula Alliance Church, 400 Foss Court, Room 100, at 5:30pm-6:30pm.  The agenda will come out very soon and will include proxy forms.  If owners cannot attend, please assign your vote to someone who will attend in person or to the HOA Board.  We must have 23 units represented, either by proxy or in person, to meet the quorum requirement.  We will go over the FY 2022 budget, the 2023 budget, and will elect Board members.  Please attend!

Rhino Roofing will start the re-roofing of 5102 on Monday, April 17, 2023.  They estimate that the work will take 3 days, weather permitting.  Residents of 5102 are asked to park in their garages or in the main lot. The spaces between 5102 and 5100 will not be available.

 

3/13/2023

There has been a report of an unknown late-night visitor walking around our property.  A police report has been filed and they will be doing additional checks for us between 9:30pm and midnight.  Gatewest has been notified and reports that no one from their office has been on the property for after-hours work.  If anyone sees suspicious activity or feels unsafe in any way, call 911 immediately.

1/10/2023

A theft of a propane tank occurred from a porch on January 3, 2023. Owners are reminded to keep doors locked and if a theft occurs, please report the incident to the police.  Get an incident number and report that to a board member.  The board is keeping information about incidents to inform a potential decision to install surveillance equipment.  Owners of ground-floor units may want to consider adding video doorbells.

The December 7, 2022, regular meeting is cancelled.  The budget as of October 31, 2022, will be sent out as usual and will be discussed at the January 4, 2023, meeting.  Happy holidays, everyone!  Stay safe and warm!

Owners are reminded that it is their responsibility to clean snow and ice off their porches, decks, and patios.  This will prevent leaks into downstairs areas and maintain surfaces.  The HOA is not responsible for damage to any porch, deck, or patio that is not adequately maintained by the owners.  

 

8/31/2022

During our recent landscaping walkaround, the Board noticed several planters sitting on top of parapet walls on second story balconies.  This is not allowed as it is a hazard to residents down below.  Please keep all planters off walls and remember that nothing may be attached to railings, either.

The Board needs to rescind permission for residents to trim any of the shrubs, bushes, or other landscape plants on our property.  Unfortunately some shrubs have been so improperly trimmed as to jeopardize their survival.  Other healthy and viable shrubs have been removed entirely.  Any request for removal or trimming must go through the Board.  Gatewest is not responsible for our landscaping.

After discussion, the board voted unanimously at the June 1, 2022 meeting, to prohibit garage/tag/yard sales, done either individually or by the community.  The main concerns cited were problems with traffic, potential difficulties getting public safety vehicles to locations reporting emergencies, potential liability issues on our property, and commercial activities on our property which is designated for residential use only.

A brief ex-agenda discussion on roofing was begun at the June 1, 2022, meeting with board members.  It was decided that the July 6, 2022, board meeting will be devoted solely to a discussion of our roofing needs.  By that time, the board should have information to present to the community.  
Also, Dan Merritt and Mike Kohler report that the irrigation system is on and is 85%-90% functioning.  A new master valve was installed with a timer to regulate the system so that when the irrigation water is not actively running, the water will shut off to save loss due to a leak.  They are still tweaking the watering patterns and creating a zone map.  An area near 5108 is not functioning due to an electrical problem, and various other problems will be addressed.

The Annual Meeting will be held in person on May 4, 2022, in room 100 at Missoula Alliance Church (up the hill from us) at 100 E. Foss Court, 5:30p-6:30p.  The Church is checking to see if a zoom option will be possible for us.  Items on the agenda will include a review of the 2021 FY close budget, the budget for 2022, the 2021 Annual Meeting minutes, and the election of members of the Board.  A mailing will go out soon which will include a proxy form if you cannot attend in person. It’s important that at least 23 units in HOA1 are represented either in person or via proxy for a quorum.  Each unit gets one vote.  Please join us!

Healthy Plumbing 101

Plumbing pipes are like arteries. Putting the wrong things in them can lead to clogging, blockages and catastrophic events. The plumbing in our buildings is aging and needs to be treated with care to avoid costly repairs and unpleasant clean-ups. The following is a list of items that should NEVER be put down kitchen disposals or toilets:

coffee grounds

eggshells

potato peels

fibrous vegetables

fat, grease, oil

pasta, rice, oats

bones

seafood shells

nuts

chicken skin

flour

paper products (other than toilet paper) including “flushable” wipes

ALL of the above items belong in your trash can, NOT in your kitchen disposal or toilet. Please help avoid costly repairs and unpleasant events for everyone.

Nature’s Best completed their second all-day clean-up for fall last Wednesday.  This will make winter parking lot clean-up easier, we hope.

A reminder for dog owners:  pick up after your pets.  There’s been a lot of dog waste left around after walkies lately, so please be a good dog parent and neighbor and clean up.  The best place for your dog to “go” is the pet area at the east end of 5110.  There are extra bags and a garbage can which is emptied regularly.

There’s a leak in the irrigation system behind 5104.  There’s a big hole back there which next week will get bigger and noisier.  This is why the irrigation system has been off for the last few weeks and things are getting drier and drier.  Let’s hope that everything is fixed in the coming days.

You may have noticed that the “Visitor Only” signs have been taken down in the parking lot.  Folks found them confusing, but please still have your visitors park there.  Residents also may park there when they cannot park their second vehicle next to their garage.  Please don’t park in the loading zone, or the H’cap spaces unless you have the appropriate hanging tag or plate.

At the Annual Meeting today the Board voted to accept the following statement:

As of this date, the Board affirms the bylaw 5.3.10 that…” no more than two (2) domestic dogs or cats of less than twenty-five (25) pounds…” will be allowed to be kept on the property.  The Board will enforce 5.3.10 and grandfather animals that have been exempted by prior Boards with the stipulation that going forward, the rule will be followed.  Residents who are not in compliance are expected to come into compliance when possible. Waivers will be for service/support dogs only with appropriate documentation.  All owners will be reminded of this bylaw and their responsibility to inform potential buyers, realtors, and renters.  Owners of properties with larger dogs which have not been exempted by prior Boards will be notified that they are not in compliance with this bylaw. 

The Board also affirms other aspects of 5.3.10, which are that no pets may interfere with any residents’ peaceful and quiet enjoyment of the property; no pets are allowed to roam unrestricted and will be kept on leashes on the property; and all pet waste will be cleaned up immediately.

The Board would like to make our meetings easier for our working residents to attend, so we’re going to move the monthly meetings from 4pm to 530pm.  Still on the first Wednesday of each month, with the agenda and zoom links posted on Friday before the meeting.  Please join us!

HOA1 has new leadership. Terri J. Goldich has assumed the office of President, Claudia Christensen remains our Secretary/Treasurer, Sheryll Rainey continues to serve and Jeanne Gandenberger has joined  us as of November 7, 2020.  The HOA1 Board of Directors is advertising to fill 1 Board vacancy, so if you are interested in serving our community, please use the email form or contact Terri at tgoldich@snet.net.  We hope you’ll join us in January!  

Our landscaping vendor has spent the last two days doing our fall-cleanup.  They’ve done a great job!  If you notice anything they’ve missed, please use the email form to let us know.  

Remember that everyone is welcome to attend our Board meetings via Zoom on the first Wednesday of each month at 5:30pm.  Agendae with Zoom information are posted in the mail kiosk on Friday prior to each meeting, sent out via email (for those residents for whom we have addresses) and minutes are posted as soon as available.  

You may have noticed that new numbers have been placed on the side of the garages and buildings.  We have met with the Fire Department and have followed their recommendations so that you can feel assured that in case of an emergency, first responders will be able to find your unit.  They also have a map of our development.  If anything has been mis-numbered, please use the email form to let us know.

The HOA1 Board of Directors is in the process of evaluating the Village’s needs for infrastructure improvements including large expenditures for roofs in the coming years.  Based on our projections and depending on the condition of our roofs, prioritized improvements may begin in 2023 and may span over a period of several years.  Decisions affecting dues and assessments will be made very carefully and utilizing best data-driven practices.  If there are any questions, please feel free to contact us with the email form.
